Support different index pages for different languages. Requested
language is determined by first 2 chars of accept-language header of
clients.

If no language is requested (or another one than "en", "de"), the
default language is returned ("de", currently).

The different HTML pages currently provide only German content, as a
proper translation of the legal stuff had to be done first.
